These initiatives are often created to help international scholars with their move to the U.S.

For example, Modesto Junior College in California recently welcomed 23 new global students and their host families at the 50th Anniversary International Family Day Picnic, Pirate's Log, the student publication, reports. The picnic was hosted by the Citizens' Committee for International Students (CCIS).

Over the past 50 years, the CCIS has brought together community volunteers to organize social gatherings and to help global students with cultural adjustment and housing.

CCIS members "are such a great group of really caring people," Mary Alice Onorato, CCIS chair, told the news source. Onorato came to the U.S. from the Amazonas of Brazil to acquire an education.

According to the Institute of International Education, 50 percent of American universities reported increased global student enrollments during 2009. According to a report on university billing practices, UC gets an estimated extra $50 million a year from this practice.

UC's ten campuses get the money by billing the government for tuition at out-of-state rates for international graduate students working on federally funded research incentives. These cost about $15,000 a year more than in-state rates at UC.

Graduate students working on federal research projects are usually paid a cash stipend and receive what is called tuition remission.
